Its possible to have a different look fell (Skin) for different users?

There is no such a feature in the Portal. You can have different look'n'feels for different tenants, if you are using mutli-tenancy feature (in Subscription edition).

you could try to use JavaScript, maybe that would work.

But what colour for what user? How would you be able to tell that? For example User X colour Corn Blue, User Y colour Indigo and User Z colour Fuchia.

You would need a database that the JavaScript would then be able to interrogate before page load and apply the colours that way...

Messy comes to mind.
