Issues with cyrillic symbols, unicode and file widgets

Hi All!
I faced a problem with cyrillic symbols in file upload and file view widgets, could You please advise me with a solution?
Especially with file upload

Cause with file viewer theres possible to place tittle or link with {{$item.fileName}} and it displays ok, I guess theres a way to make it work as a link

The filename has been formatted by $sanitize.

You can try saving as the Upload widget and edit the 53th line.
