Web server apache-tomcat not found

After verifying that apache-tomcat was installed, with the URL http://localhost:8080/ pretty on my web server, what should I do to use an application from a user, I mean, I've tried to access that URL by changing localhost by the server IP from another PC but the page is not found. To run the apache-tomcat server I am using a postgres database on Amazon.

I solved this problem by changing my server provider, I went from Oracle cloud to DigitalOcean. Perhaps it was due to some error in the Oracle cloud configuration or that it does not allow public connections.
